the public policy is a course of action adopted and pursued by government. On the other hand, the public policy analysis is the study of how governmental policies are made and implemented. In addition of the models of public policy making. One of these paradigm is the incrementally paradigm of public policy making. This chapter explains that this paradigm is descriptive, objective, and process-focused. Thus, It focus on how governmental policies are made and implemented. And it consists of six models of how policy is made.
1. The Elite/Mass Model.
2. The Group Model.
3. The Systems Model.
4. The Institutionalist Model.
5. The Neo-Institutionalist Model.
6. The Organized Anarchy Model.
Question one: Of those six models, are any of these necessarily more efficient that the others? Why or why not?
The group model of policymaking, exemplified by the work of Arthur F. Bentley, views the policy-making process in hydraulic terms, in which interest groups pressure one another to gain policies that are advantageous to them. Although it traditionally is associated with legislatures, it also works for bureaucracies. The group model explains why some groups “capture” the agencies that ostensibly regulate them, thereby defining the public’s interest as the group’s interest
